Since the signing of the Atlantic Accord in 1985, the Canada-Newfoundland and Labrador Offshore Energy Regulator (C-NLOER), formerly the Canada-Newfoundland and Labrador Offshore Petroleum Board, has provided regulatory oversight of Newfoundland and Labrador’s offshore resource development. The C-NLOER’s mandate includes offshore safety, environmental protection, resource management and industrial benefits.
