About the SafeOCS Reporting System

The SafeOCS confidential reporting system collects and analyzes data to advance safety in oil and gas operations on the Outer Continental Shelf (OCS). It was developed jointly with the Department of Interior's Bureau of Safety and Environmental Enforcement (BSEE) and the Department of Transportation's Bureau of Transportation Statistics (BTS). SafeOCS facilitates the capture of essential information about accident precursors and potential hazards associated with offshore operations, including risks related to pipeline safety and offshore transport.

SafeOCS consists of three components:

The Department of the Interior's Bureau of Safety and Environmental Enforcement (BSEE) established the program with input from industry and then entered into an agreement with the Department of Transportation's Bureau of Transportation Statistics (BTS) to develop, implement, and operate the program. View more information about BTS here.

BSEE regulations mandate WCE and SPPE equipment failure reporting. ISD reporting is voluntary. Please click the links above for information and FAQs on these individual program components.
